关于申报中国-布隆伯格-约翰霍普金斯大学控烟项目省的通知
各省、自治区、直辖市疾控中心,新疆生产建设兵团疾控中心,吉林、辽宁、内蒙、上海、宁夏、陕西、甘肃、云南、重庆、山西、广东省(自治区)健康教育所:
为了提高控烟能力及履行世界卫生组织的《烟草控制框架公约》,中国疾病预防控制中心获得了美国布隆伯格-约翰霍普金斯大学中国控烟专项资金的支持,计划在中国大规模地开展以预防被动吸烟为目标的干预项目。这是中国首次获得大笔专项控烟基金。该项目第一批拟在全国选取20个省(自治区),每省选择一个市和一个县作为项目点,现将申报项目实施的有关事宜通知如下:
一、时间安排
(一)2月28日前请各省提出申请。
(二)3月20日前通知被确定的项目省名单。
(三)4月上旬启动项目,进行第一轮培训。
二、申报办法:
有意参加项目的省级疾病控制中心或健康教育所需要选择一个市和一个县作为备选项目点,承诺组织协调开展本省的项目,并于2月28日前将相关材料上报。
三、备选项目点申报条件:
(一)当地政府承诺在项目期间出台《公共场所禁止吸烟》的相关法规,并保证有效的执行;如已经出台相关法规的城市,承诺有效的执行。
(二)协调当地媒体积极参与有关控烟方面的传播和健康教育活动,成为控烟队伍的重要组成部分。
(三) 成立项目领导小组或工作组,有效执行项目实施方案。

Notice for Starting up the Bloomberg-JHSPH-China CDC-PUMC Tobacco Control Project
All provisions, autonomous regions, municipalities, Xin Jiang Sheng Chan Jian She Bing Tuan Disease Control and Prevention Center, Health Education Stations of Jilin, Liaoning, Neimeng, Shanghai, Ningxia, Shanxi, Gansu, Yunnan, Chongqing, Shanxi, Guangdong Province(Autonomous region):
In order to enhance the capability in tobacco control and fulfill the Framework Convention on Tobacco Control (FCTC) of WHO, and with the special fund for tobacco control of China funded by the Johns Hopkins Bloomberg School of Public Health (JHSPH) of the United States, the Chinese Center for Disease Control and Prevention (CDC) has intended to implement interventions in great force to prevent passive smoking. It’s the first time for China to obtain such a large number of special funds for tobacco control. Twenty provinces (autonomous regions) through out the country will be selected for the Tobacco Control Project, and the project shall be carried out in one city and one country of each province. Now units interested in participating in the project at provincial level are more than welcome.
Unites interested in the participation of the project, please put forward the application in accordance with the following requirements before Feb. 28; the project office shall be responsible for the selection and confirmation of all applicants, and will inform units participated in the China- Johns Hopkins Bloomberg Tobacco Control Project before March 20; the project will be launched in the first ten days of April, meanwhile the first round of training shall be held.
Requirements of the project:
Provincial Disease Control Centers or Health Education Stations intended to join the project shall choose one city and one country as the candidate locations for the project, and promise to coordinate matters related to the project within its province.
The candidate city and country shall meet the following conditions:
1. The local government shall make the commitment of issuing the law of No Smoking in Public Places and relevant regulations during the project period, and ensure the effective implementation. If relevant laws and regulations have already been issued in some cities, the effective implementation of the law and regulations shall be promised.
2. Coordinating local media to actively take part in activities concerning the popularization of tobacco control and health education, and being an important part of the tobacco control team.
3. Organizing the team working and implementing the project effectively.
