TI:Discussion about constitution of responsibility for administrative penalty from lawsuit caused by food poisoning

Abstract : In order to practice administrative penalties correctly , a case of food poisoning caused by endemic (nonlocal) orange juice sold by a supermarket was analysed. Constitutiwe reguirements of responsibility for administrative malfeasances and administrative peralties in respect of food safety were discussed. It was concluded that subjective essential is absolutely necessary in practicing administrative penalties in respect of food safety. Itps helpful for those who exercise surveillance over food hygiene and deal with cases like this.
